Bolivia joins the Coalition for High Ambition Multilevel Partnerships (CHAMP)

Bolivia has joined the Coalition for High Ambition and Multilevel Partnerships (CHAMP) as its 77th member, bringing the voice of a climate‑vulnerable yet ecologically vital nation into the coalition. Home to the Amazon rainforest, Andean glaciers, and high‑altitude wetlands, Bolivia safeguards landscapes that are crucial for biodiversity and carbon storage. These ecosystems, however, face mounting threats from rising temperatures, prolonged droughts, and increasingly severe floods—pressures that heighten social and economic risks for communities already on the frontlines of climate impacts.
Distinct from highly industrialised nations, Bolivia frames its climate response through the holistic ethos of “Vivir Bien” (Living Well) and a deep recognition of Pachamama (Mother Earth). This worldview is embedded in the 2012 Framework Law of Mother Earth, which established institutions such as the Plurinational Authority for Mother Earth to weave adaptation and mitigation into national development strategies. In practice, this approach prioritises community leadership, respect for nature’s limits, and the alignment of climate goals with social wellbeing.
On the mitigation front, Bolivia is diversifying its energy mix through investments in hydropower, solar, and wind, while expanding rural electrification with the aim of universal access by 2030. This dual focus, cleaner power and energy equity, underscores a just transition that serves both climate and development objectives.
By endorsing CHAMP, Bolivia affirms that effective climate action extends beyond emissions accounting to encompass equity, resilience, and solidarity. Its participation broadens the coalition’s representativeness, ensuring that global advocacy includes those most exposed to climate risks as well as established climate leaders. In doing so, CHAMP gains grounded experience in community‑based adaptation, nature‑based urban resilience, and socially inclusive energy transitions: insights that can help shape more ambitious, fair, and effective climate policies worldwide.
