Enabling Subnational Climate Action through Multi-level Governance

GIZ

This policy paper aims to support the implementation of NDCs, by fostering sharing and learning from current climate change mitigation examples reflected in short case studies. These include experiences from Colombia, Germany, South Africa, Mexico and Myanmar, which exemplify good practices but also existing barriers.

The paper highlights the relevance of the policy framework, lists enabling factors, gives insights in the stakeholder setting, including potential drivers, and links implementation with financing approaches.

Including the experience of partners of the GIZ project Vertically Integrated Climate Policies, Urban LEDS, ICLEI and UN-Habitat, this document showscases challenges and opportunities in a nutshell and gives a comprehensive insight how multi-level cooperation looks like in reality.
