More multilevel climate action in NDCs 3.0

This year, 123 nations Party to the Paris Agreement have submitted new Nationally Determined Contributions (‘NDC 3.0’). These national climate plans respond to the first Global Stocktake and call for more ambition including absolute emissions reduction targets that cover all sectors of the economy.

This year saw an increased focus on multi-level climate action and including subnational governments in producing new NDCs.  Six countries explicitly referenced CHAMP in their NDCs and emphasized the importance of subnational and local actors.

CHAMP, launched at COP28 in Dubai under the UAE Presidency, aims to strengthen collaboration between national and subnational governments in climate planning, financing, and implementation. With 77 countries and the EU having endorsed the initiative, these six countries are demonstrating concrete commitment by integrating CHAMP principles directly into their official climate pledges.

Collaboration between national and subnational governments is pivotal to progress, finance and deliver more ambitious and inclusive climate action overall.
