Next Steps under the Paris Agreement and the Katowice Climate Package

The new GIZ publication “Next steps under the Paris Agreement and the Katowice Climate Package” provides guidance to policy makers and practitioners on key steps and challenges in the development, implementation and maintenance of Nationally Determined Contributions (NDCs) and the new transparency requirements under the Enhanced Transparency Framework (ETF). It contains a brief overview on actions that prepare for the new transparency requirements and raise climate ambition under the Paris Agreement and the Katowice Rulebook. It specifically aims at government officials from climate and sectoral ministries.

In terms of the NDC cycle, the key steps and issues for policy makers are to implement existing commitments, to formulate new NDCs or extend their time frame as well as to develop long-term strategies for low GHG emission development. With respect to transparency under the Paris agreements, the report recommends reviewing transparency guidelines and to map out which steps need to be taken in order to become compliant with the ETF. In addition, capacity building for transparency is also named a key issue.
