For cities to achieve their climate targets by 2030, urban climate finance must increase dramatically. This policy brief emphasizes this pressing need, while offering insights into country platforms — pivotal mechanisms for boosting climate and development finance — and how they can more effectively integrate urban priorities.
This paper presents a framework for urban-inclusive country platforms, aiming to support national governments in systematically integrating urban and subnational needs into the design, governance, financing, and implementation of country platforms.
The brief identifies common barriers to integration, including governance misalignment, capacity gaps and financing constraints and outlines a practical five-stage roadmap for creating urban-inclusive country platforms:

The Cities Climate Finance Leadership Alliance (CCFLA) is a multi-level and multi-stakeholder coalition aimed at closing the investment gap for urban subnational climate projects and infrastructure. CCFLA provides a platform to convene and exchange knowledge among all relevant actors dedicated to urban development, climate action, and/or financing.
The SDSN Global Commission on Urban SDG Finance has a mandate to harness the insights of mayors, climate and finance experts, city networks leaders, practitioners, and scholars to develop and champion innovative ideas and solutions for increasing urban SDG finance in different geographies and contexts and balancing mitigation and adaptation finance.
