Localising NDCs with inspiration from the 2030 Agenda

The Policy Brief examines why and how Nationally Determined Contributions (NDCs) can and should be localised. It further draws lessons from the process of localising SDGs and what it offers for the new and underexplored concept of localising NDCs.

The multilevel governance function of the Voluntary National Review – Voluntary Local Review relationship, is explored in order to assess how it can provide guidance and inspiration for the localisation of NDCs.

Collaborative Climate Action – a Prerequisite for more Ambitious Climate Action (2021, with VICLIM)

The report introduces the theory and practice of multi-level climate governance. It outlines the necessity for more ambitious and wellcoordinated climate action across levels of government, introduced as collaborative climate action (CCA), and the important role that the subnational level has in attaining national and international climate goals. CCA is a guiding principle for creative effective, consistent and coherent climate policy from the local to the international level.

The report suggests instruments to foster multilevel cooperation and offers examples from practically implemented policies.

Submission to the Standing Committee on Finance

The Partnership for Collaborative Climate Action and ICLEI have in cooperation submitted information and arguments on the benefits of a multi-level climate governance approach to the Standing Committee on Finance (SCF), which is a body under the UN Framework Convention on Climate Change (UNFCCC).

Recover green – Higher NDC-Ambition through Collaborative Climate Action (2020, Discussion paper)

Informed by the developments of the global COVID-19 pandemic, the report reflects upon the opportunities of a green recovery and relates it to the periodical update of the Nationally Determined Contributions under the Paris Agreement.

The report suggests leveraging the subnational level in achieving national and international climate commitments and recovering from the pandemic, by including them into the development, implementation, monitoring and evaluation of the NDCs.

The Multi-level Climate Governance study delivers approaches for delimiting and understanding multi-level climate governance, offers insights into instruments and showcases practical experiences through case studies from India, Colombia, Brazil and South Africa.

It bridges the gap between climate governance requirements and practical implementation under real life conditions. It shows levers as well as pitfalls on the way to successful multi-level cooperation.
